I think the best gun is the G36C

Because:
its as light as a pistol and its an assault rifle,

you pull it out faster than a pistol or smg,

has the hipfire of an smg,

give it speed as its proficiency and youll run faster than a smg
or give it attachment proficiency and give it silencer and hybrid sight for the ultimate stealth weapon,

low recoil

the looks just make you want to use it

high rate of fire

give it these perks for mw3 and you will pwn everyone in your path

Scavenger(tons of ammo)
Assassin (The new cold blooded and ghost)
Steady Aim (even better hipfire)

I heard the Scar L has a low rate of fire, its probably just false information though

It thinks it's rate of fire will be the same as in mw2s Scar-H

My favorite weapons in MW2 were the FAMAS and the SCAR H. I hope that the FAMAS is similar to the MW2 one.
